Sarah Moya works at the point where geopolitical change becomes an operational decision. A Franco-Venezuelan senior advisor and researcher-practitioner, she supports executives, investment funds, companies, and legal teams when political, regulatory, contractual, territorial, or sanctions exposure can alter the viability of an asset, an operation, or an investment decision.
She connects geopolitics, law, contracts, and real-world execution conditions. Her work identifies where an operation’s chain of execution may break down, which actor holds effective power over the asset, and which option still preserves the ability to act.
As Country Manager and Legal Representative of PDVSA Gas Colombia, Sarah Moya led the Colombian operations of a 224.4-kilometre cross-border gas corridor with Chevron and Ecopetrol, coordinating public authorities, regulators, service providers, and Wayuu communities.
The measures she led reduced attacks by 90 to 95%, operational incidents by 66%, and OPEX by 18%, while protecting more than USD 30 million in strategic assets. She also secured a favourable Colombian Constitutional Court ruling that preserved the environmental licence and the continuity of the asset.
She later advised senior decision-makers on geopolitical, regulatory, and crisis matters, including a maritime energy case involving US sanctions exposure. In September 2025, she founded Coresight Strategies in Paris to apply this experience at three decision points: before entering a complex market, before signing or renegotiating an exposed contract, and once disruption has begun.
Sarah Moya holds a PhD in Political Science from Université Sorbonne Nouvelle – Paris 3 (IHEAL), awarded the highest distinction with the unanimous commendation of the examining committee. Her doctoral research compared Petrobras, Ecopetrol, and PDVSA, examining national oil company governance, resource sovereignty, E&P contractual architectures, fiscal frameworks, and international arbitration. She also completed a one-year research stay at the Oxford Institute for Energy Studies.
At PDV UK in London, she produced daily geopolitical and geo-economic briefings for the executive committee on OPEC and non-OPEC producers, Russia, Iran, and the Middle East. As Director of International Affairs at Venezuela’s Ministry of Energy and Petroleum, she worked on E&P contracts, fiscal clauses, and international arbitration at the intersection of sovereign control, investment, and access to resources.
At Coresight, Sarah Moya uses AI-assisted research and OSINT to test hypotheses and map critical dependencies. Source validation, traceability, field experience, and human judgement remain central.
Her current research examines how legal, financial, contractual, and territorial power shapes the operability of strategic energy assets.
Her work has been published in Diplomatie and Petróleo & Energía. She has contributed expert commentary to RFI/France 24 Español and has been a member of the Association of International Energy Negotiators since 2016.
